I am dependent on the text editor software TextPad 4.5 (which is no longer supported) and use it extensively every day. Following a recent win10 update, the mouse scroll wheel stopped working in TextPad but seems to work in other software such as Firefox. WebWhat DID fix the issue was turning that setting OFF, and LEAVING it off. If it is OFF, the scroll wheel works perfectly. And I see no issues with mouse lag.
