It did happen to me when playing as New Providence. If its an AI colony, it's just luck. If you are an overlord, you can easily intervene. WebNah, independence is just an option in the peace deal. The overlord is free to demand provinces from the subject. One of the ways to get a true one tag is to repeatedly conquer your colonies until the game hits its limit on generated colonial nations (around 100). So I guess this is useful for that.

You colony will struggle, spend points on stability instead of buildings and tech slower. They will also not be strong vs other CNs in wars if they have issues with their land.
